{"id":139,"date":"1977-02-01T01:32:35","date_gmt":"1977-02-01T01:32:35","guid":{"rendered":"http:\/\/climatechronology.com\/?p=139"},"modified":"2021-01-06T14:26:34","modified_gmt":"2021-01-06T19:26:34","slug":"carter-energy-plan","status":"publish","type":"post","link":"https:\/\/umaine.edu\/climatechronology\/1977\/02\/01\/carter-energy-plan\/","title":{"rendered":"Carter&#8217;s Energy Plan"},"content":{"rendered":"<h2><strong>President Jimmy Carter sends Congress a comprehensive National Energy Plan with 113 legislative proposals, including new taxes on automobiles, on utilities that burn oil or natural gas instead of coal, and a gasoline tax intended to create a floor on gasoline prices<\/strong><\/h2>\n<p>President Carter\u2019s National Energy Plan is called \u201cas ambitious and complex as any legislative proposal a president has ever sent to Congress.\u201d \u00a0Plan architect James Schlesinger describes the Carter Administration\u2019s goals: <strong>\u00a0<\/strong>to transition away from \u201ccheap and abundant energy used wastefully without regard to national and international imperatives to an era of more expansive energy with concomitant regard for efficiency, conservation, international and environmental concerns.\u201d \u00a0The proposal includes dramatically expanding federal regulatory power over energy producers, suppliers, and consumers.\u00a0 President Carter describes his energy initiative as \u201cthe moral equivalent of war.\u201d \u00a0The American people, however, continue to regard cheap gasoline, inexpensive electricity, and low heating prices as an entitlement.\u00a0 The legislation finally enacted included virtually none of President Carter\u2019s proposed taxes to stimulate conservation and the production of alternative fuels.\u00a0 Schlesinger: \u00a0\u201cThe basic constituency for this problem is in the future.\u201d\u00a0 President Carter: \u00a0\u201cWe can manage the short-term shortages more effectively and we will, but there are no short-term solutions to our long-range problems.\u00a0 There is simply no way to avoid sacrifice.\u201d*<\/p>\n<p>&nbsp;<\/p>\n<p class=\"footnote-body\">*Michael J.
