President Lyndon Johnson states in a Special Message to Congress,\u00a0\u201cThis generation has altered the composition of the atmosphere on a global scale through \u2026 a steady increase in carbon dioxide from the burning of fossil fuels\u201d<\/p>\n

\"\"<\/p>\n

President Johnson\u2019s \u201cSpecial Message on Conservation and Restoration of Natural Beauty\u201d begins with the observation that \u201cmodern technology, which has added much to our lives can also have a darker side.\u00a0Its uncontrolled waste products are menacing the world we live in, our enjoyment and our health.\u00a0The air we breathe, our water, our soil and wildlife, are being blighted by the poisons and chemicals which are the by-products of technology and industry.\u00a0The skeletons of discarded cars litter the countryside.\u00a0The same society which receives the rewards of technology, must, as a cooperating whole, take responsibility for control.\u00a0To deal with these new problems will require a new conservation.\u00a0We must not only protect the countryside and save it from destruction, we must restore what has been destroyed and salvage the beauty and charm of our cities.\u00a0Our conservation must be not just the classic conservation of protection and development, but a creative conservation of restoration and innovation.\u00a0Its concern is not with nature alone, but with the total relation between man and the world around him. Its object is not just man\u2019s welfare but the dignity of man\u2019s spirit.\u201d*<\/sup><\/p>\n
